Will it restart an agent or change the controller?
No. WebRun only reads the controller and reports what it sees. It never restarts an agent, edits configuration, or deletes a node. Cards and files are internal, and a human does the repair.
How is a silent agent different from a health rule violation?
A health rule violation means data arrived and looked bad. A silent agent means no data arrived at all, so nothing can fire. This check catches the second case, which otherwise reads as a healthy service.
What about nodes we decommissioned on purpose?
They are separated out. WebRun distinguishes expected retirements from unexpected silence, and you can keep a skip list so a retired node never opens a card again.
