Will it message clients or send follow-ups?

No. WebRun reads your proposal threads and reports what came back. Every message to a client is written and sent by you, so nothing lands in a client inbox on its own.

Can it submit proposals or spend Connects?

No. It only reads proposals already sent and counts the Connects they used. Submitting a proposal and spending Connects stay entirely with you.

Does it tell silence apart from losing the job?

Yes. It checks whether the job post has since been hired or closed, so a proposal that lost to another freelancer is counted separately from one nobody ever read.
