No. WebRun only reads and logs the storage location already recorded in TSTracker. Moving a tool and updating its location still happens on the shop floor.

What counts as a stale location?

A tool whose storage location in TSTracker has not been updated in more than 60 days. That threshold is adjustable to match how often your shop actually shuffles rack space.

Does it prioritize tools that are needed soon?

Yes. It checks each tool's upcoming tryout or ship date in TSTracker, so a tool with a missing location and a tryout next week gets flagged ahead of one that isn't needed for months.
