How does it know how many staff are in a room?

It reads the shift schedule your center already keeps in Google Calendar, matched against the classroom checked in that hour.

What happens if a room briefly dips out of ratio during pickup?

It alerts every hour on the hour, so a momentary dip between checks won't trigger an alert unless it's still out of ratio when the next check runs.
