Will it turn off or delete a flow?
No. WebRun reads Power Automate and never turns a flow on or off, edits it, or deletes it. Retiring a flow stays a decision a person makes and carries out themselves.
Will it email owners without me?
No. Every confirmation email sits in your Gmail drafts folder until you send it, so nobody receives an audit request you have not read first.
What counts as an orphaned flow?
A flow whose owner is no longer on your people list. Those are listed separately in a note to you rather than emailed, because there is nobody left to answer for them.
