What counts as an incomplete application?

Any application symplr flags as missing a required item, such as a reference, an explanation for a CV gap, or a signature page. Your medical staff office can define which items trigger a flag.

Will it fill out or submit the missing form for the applicant?

No. WebRun only prepares the form in DocuSign with what is already known and leaves it unsent. The applicant still completes and signs it, and your office still reviews before it is submitted.
