Does it send the group quote without anyone checking the pricing?

No. The consolidated quote is drafted in Gmail with the Google Sheet breakdown attached and left unsent. Your team reviews every location's price and the group total before it goes to the facilities contact.

What if some locations already have a contract with us?

Locations matched to an existing active QuoteIQ account are excluded from the new quote automatically, so a current customer's site isn't quoted or discounted a second time.

How does it price a location it has no history with?

It estimates hood count and tier from the property type and size on the uploaded list, the same tiers used for a normal single location quote, so the estimate is a starting point your team can confirm with a site visit.
