No. WebRun reads the usage view and reports it. It never upgrades a plan, enters payment details, raises a quota, or changes billing settings, so no charge can be triggered by this run.

Does it touch my API keys?

No. It never creates, copies, rotates, or deletes a key, and it never writes a key into a message. The Telegram post and the text contain usage numbers only.

When does the text actually fire?

Only when the projected end-of-period usage crosses the ceiling you set, not on every busy day. That keeps the text meaningful, so when your phone buzzes it is worth acting on.
