No. WebRun only drafts the reminder in Gmail and leaves it unsent. A person on your team reviews and sends each one to the account.

How does it decide which account to chase first?

It ranks overdue accounts by the deposit value at risk, largest first, then by how long the kegs have been out, so the biggest exposure gets chased first.

What counts as overdue?

Any keg out at an account longer than the return window you set. WebRun reads the live keg tracking report in Ekos each Monday, so a keg returned since the last run drops off automatically.
