No, and it cannot be configured to. WebRun never adds to a cart, enters payment details, or places an order. It reads public product pages and tells you what changed. Buying stays yours.

How does it know the price actually dropped?

It records each watched product's price and stock status on every run and compares against the previous one, so the alert shows the old price, the new price, and the exact change.

Can I set a different target per product?

Yes. Each item on the watch list carries its own target price, and the Twilio text is only queued when that specific target is met while the item is in stock.
