No. WebRun reads queue depth, runner availability, and schedules in the Control Room. Starting a bot, adding a runner, or changing a schedule stays a human decision.
Does it send the escalation email?
No. The Gmail escalation is left in Drafts for a human to review and send. Only the internal Telegram alert posts automatically, because that stays inside your team.
How is a backlog different from a failed run?
A failed run is work the bot attempted and lost. A backlog is work no bot has touched yet, so it never appears in a failure report. This run watches the queue depth against free runner capacity.
