How does it define the chargeback ratio threshold?

You set the thresholds during setup. The default is 1% for flagging and 2% for critical status, matching common processor warning levels, but you can adjust both.

Can it track the same merchant across multiple weeks?

Yes. The Google Sheet risk log records every appearance with a date, so the team can see how long a merchant has been on the list and escalate repeat offenders.
