Does it move stock or dispatch anything on its own?

No. WebRun only drafts a suggested transfer in GoFrugal and lists it for review. A manager still has to confirm and dispatch the transfer, so no stock moves between outlets without a person acting.

How does it decide which outlets to pair?

It compares stock on hand and recent sell-through for each SKU by outlet, then matches an overstocked outlet to the nearest one running low on the same item, so the suggested transfer actually solves a real shortfall.

What if two outlets are both low on the same item?

It only suggests a transfer where one outlet is genuinely overstocked against another's shortfall. If every outlet is low, it leaves that SKU off the transfer plan instead of forcing a move that would just shift the shortage.
