How does it know a hauler is behind?

It counts completed loads in Trux against the target pace for the shift and projects the finish at the current rate, so it flags a shortfall while there are still hours left to recover.

Can I set the target per hauler or lane?

Yes. You set a target load count per hauler or lane, and WebRun compares each hauler's live pace to it. Update the targets any time and the next check uses them.
