Does it re-run NCOA processing on its own?

No. WebRun only reads the last run date and flags what is aging out. Re-running NCOA processing on a list is a step you or production takes after seeing the flag.

Why Telegram as well as Slack?

Slack carries the full weekly summary, but anything expiring within 48 hours also gets a direct Telegram ping to the compliance lead, so an urgent case is not missed in a busy channel.

How does it know a list's allowed NCOA window?

You set the maximum age at setup to match your postage class and USPS requirements. WebRun applies that same window when it checks every list.
