Will it email clients about failed payments without me?

No. Every reminder is drafted in Gmail and left unsent. A team member reviews and sends it, so no client gets a billing email without a person approving it first.

Does it retry the charge automatically?

No. WebRun only finds failed charges and drafts a reminder. Retrying or updating the card is handled in Stripe by your team, not by this run.

What if a client already fixed their card?

WebRun checks Stripe's live charge status each morning, so a client whose retry already succeeded is left off the next day's list.
