No. WebRun only flags products for review. Every price change is still made by you in Bsale.

What counts as below target margin?

You set the target margin percentage during setup. Any product whose current margin falls below it gets flagged and logged.

Does it catch a supplier cost increase, not just a price cut?

Yes. It recalculates margin from the latest cost in Bsale on every run, so a cost increase alone can trigger a flag even if the sale price never changed.
