Does it escalate to clients when they are slow to approve?

No. This workflow only escalates internal approvals, estimates, and change orders to a manager inside your agency. It never contacts a client.

What if the approver was on leave the whole time?

It checks Google Calendar first and notes it in the escalation, so the manager sees the delay had a legitimate reason before reassigning anything.

Does it reassign the approval automatically?

No. WebRun only alerts the manager in Slack. Reassigning the approval to someone else is a decision the manager makes.
