How does it know which estimates to skip?

It reads the live status in JobNimbus each morning, so any estimate that was updated, approved, or replied to is automatically excluded from the follow-up queue.

Can I control how many days before a follow-up triggers?

Yes. Tell WebRun your preferred waiting period (such as 2 days, 5 days, or 7 days) and it will only queue follow-ups for estimates older than that threshold.
