How does it measure which channel converts?

It reads applicants, candidates advanced, and hires per source from Greenhouse's sourcing reports, then calculates applicant-to-hire conversion for each board, so a high-volume channel that never produces hires is exposed next to one that quietly delivers.

Does it message candidates?

No. The report is a single internal Slack post to your own recruiting team and leadership. No candidate is contacted, and nothing about your sourcing setup changes as a result of the report.
