How does it decide a PO is late?

It compares today's date against the promised return date recorded on the PO in JobBOSS. Anything due within two days or already past that date gets flagged.

Does it change the PO or reorder anything?

No. WebRun only reads the open outside process POs in JobBOSS. It never edits a PO, changes a quantity, or places a new order on its own.
