Which costing method does it use - FIFO, LIFO, or average cost?

It uses whatever costing method you have configured in NetSuite. The report pulls the unit cost NetSuite calculates, so the valuation is always consistent with your books.

Can it break the report down by warehouse or location?

Yes - if NetSuite has multi-location inventory enabled, the report includes a per-location breakdown automatically.

What triggers the 15% change flag?

It compares this week's category value to last week's logged figure. You can adjust the threshold in Google Sheets to any percentage that makes sense for your business.
