No. WebRun saves each reminder as a Gmail draft and flags it in Slack for your review first. You decide when and whether to send, so no email goes out before you have checked it.
How far ahead does it warn about expiring credentials?
By default WebRun flags any license or CE credit expiring within 90 days. You can adjust that window in the tracker spreadsheet to match your state's renewal lead time or your personal preference.
What if a credential has already been renewed but the sheet is not updated?
WebRun reads whatever is in the tracker spreadsheet. Update the expiry date after renewal and the credential will be skipped on the next run.
