Where does the budget figure come from?

From the same Google Sheet WebRun updates. You set the expected figure per application once, and WebRun compares actuals against it every week.

What happens if nothing is over budget?

The sheet still gets updated with this week's actuals, but no email goes out, so your inbox only gets a message when there is a real gap to look at.
